Star man facing felony stalking charges for troubling behavior around children

According to a Facebook post, Star Police officers arrested 38-year-old Daniel Rowen last week in connection with an October incident where he followed two young girls under 15 around the Eagle Library.

Rowen is being held in the Ada County Jail on a $100,000 bond for two felony stalking charges.

The library incident was one of several occasions this fall where Star Police investigated reports of Rowen acting strangely around young children, including on Oct. 5 when he was seen staring at two young girls as they drove by him. Rowen followed the girls to their house and was seen staring into windows later that night.

In another case, Rowen went to a real estate open house in Star and was found opening drawers in a child’s room. He was also seen standing by school bus stops for elementary and middle school students.

Detectives investigating the case compiled evidence and sent it to the Ada County Prosecutors, who issued a warrant on felony stalking on Nov. 9 in connection with the library incident. Deputies arrested Rowen later that day during a traffic stop.

Additional criminal charges against Rowen are pending.
